Abstract: Currently, China is actively cultivating the data market and promoting the empowerment of data in the development of the real economy. However, due to the lack of a circulation system, the link between data supply and demand cannot be effectively connected, resulting in the inability to fully leverage the advantages of China′s massive data resources and rich application scenarios, which further restricts the development of China′s digital economy. On the basis of summarizing the current research progress and the practical foundation, this study uses engineering thinking to design a data circulation system which adapts to the current stage of data market development in China. This system includes a data exchange network composed of national data exchanges, an infrastructure network, an integrated service platform for data processing and trading, and a national registration platform for data asset. The infrastructure network consists of internal and external networks, ensuring the secure and efficient flow of data. The integrated service platform connects the two essential processes of data value enhancement and value realization. The data asset registration platform can protect the interests of data property rights holders. By establishing a nationally integrated data circulation system through an engineering approach, the value of data can be fully released, thereby comprehensively promoting the highspeed and highquality development of China′s economy.
