摘要： 數(shù)據(jù)是國家重要的新型生產(chǎn)要素和基礎(chǔ)性戰(zhàn)略資源，已成為推動經(jīng)濟(jì)社會數(shù)字化轉(zhuǎn)型、國家創(chuàng)新發(fā)展的新動力。數(shù)據(jù)流通交易可以最大化激發(fā)數(shù)據(jù)要素價值潛能，提高數(shù)字經(jīng)濟(jì)和數(shù)字產(chǎn)業(yè)的競爭力和創(chuàng)新能力。我國有著發(fā)展數(shù)據(jù)要素交易市場的良好基礎(chǔ)條件，全國各省市也掀起了新一輪的數(shù)據(jù)要素交易市場建設(shè)進(jìn)程。在總結(jié)美國、歐盟等世界主要經(jīng)濟(jì)體在數(shù)據(jù)要素交易市場建設(shè)措施和特點(diǎn)的基礎(chǔ)上，分析我國及主要省市數(shù)據(jù)要素交易市場建設(shè)的總體情況與實(shí)踐特點(diǎn)，提出我國數(shù)據(jù)要素交易市場發(fā)展的未來趨勢。

The current development and future trend of data trading market in ChinaWang

Abstract： As an important factor of production and a fundamental national strategic resource, data has become a new driving force to promote the digital transformation of the economy and society and the innovative development of the country. Data circulation and trading can maximize the potential value of data and improve the competitiveness and innovation ability of the digital economy and industry. China has good conditions for the development of the data trading market, and most provinces and cities across the country have also launch a new round of construction process. On the basis of summarizing the measures and characteristics of the construction of data trading markets in the world′s major economies, such as the United States and the European Union, this paper analyzes the whole development situation and practical characteristics of data element trading markets in China and its provinces and cities, so as to put forward the development trend in the future.

引言

隨著數(shù)字經(jīng)濟(jì)的不斷發(fā)展和數(shù)字化進(jìn)程的不斷推進(jìn)，數(shù)據(jù)已經(jīng)成為國家重要的新型生產(chǎn)要素和基礎(chǔ)性戰(zhàn)略資源，是數(shù)字化、網(wǎng)絡(luò)化、智能化的基礎(chǔ)，是推動經(jīng)濟(jì)社會發(fā)展的新動力。根據(jù)《數(shù)字中國發(fā)展報告（2023年）》的數(shù)據(jù)顯示，2023年，我國數(shù)據(jù)生產(chǎn)總量達(dá)3285 ZB，同比增長224%。截至2023年底，我國數(shù)據(jù)存儲量達(dá)173 ZB，2023年新增數(shù)據(jù)存儲量095 ZB。數(shù)據(jù)資源價值的發(fā)揮離不開數(shù)據(jù)的開發(fā)利用與流通交易，不僅能為經(jīng)濟(jì)社會發(fā)展帶來新動能，還將催生一大批新產(chǎn)業(yè)新業(yè)態(tài)新模式。我國數(shù)據(jù)資源應(yīng)用場景豐富多樣，金融、制造等行業(yè)對數(shù)據(jù)產(chǎn)品的應(yīng)用需求不斷攀升，將大幅促進(jìn)數(shù)據(jù)交易市場的活躍度，推動數(shù)據(jù)要素流通共享和開發(fā)利用，也將帶動數(shù)據(jù)在各行各業(yè)的應(yīng)用和價值激發(fā)。當(dāng)前，世界主要國家和地區(qū)都認(rèn)識到數(shù)據(jù)要素對于提升經(jīng)濟(jì)社會發(fā)展和國家實(shí)力的重要意義，通過出臺國家數(shù)據(jù)戰(zhàn)略、完善國內(nèi)數(shù)據(jù)立法、促進(jìn)數(shù)據(jù)流通利用、加強(qiáng)國際數(shù)據(jù)合作等多種方式，促進(jìn)本國數(shù)據(jù)資源開放共享、流通交易和開發(fā)利用。我國有著發(fā)展數(shù)據(jù)要素市場的良好基礎(chǔ)條件，擁有海量的數(shù)據(jù)資源和豐富的應(yīng)用場景。國家密集出臺數(shù)據(jù)要素流通交易發(fā)展政策，加快推進(jìn)數(shù)據(jù)基礎(chǔ)制度建設(shè)，培育數(shù)據(jù)要素市場，推動政府?dāng)?shù)據(jù)開放共享，建立合規(guī)高效、場內(nèi)外結(jié)合的數(shù)據(jù)要素流通交易體系，充分激活數(shù)據(jù)要素潛能。北京、上海、廣東、福建等地紛紛出臺法規(guī)、政策或文件，推動公共數(shù)據(jù)與社會數(shù)據(jù)匯聚融合，重組或新組建數(shù)據(jù)交易場所，建設(shè)互聯(lián)互通的新型數(shù)字基礎(chǔ)設(shè)施，探索培育數(shù)據(jù)經(jīng)紀(jì)人等新興服務(wù)業(yè)態(tài)，提升數(shù)據(jù)流通和交易全流程服務(wù)能力，支撐構(gòu)建場內(nèi)場外相結(jié)合的流通交易市場體系。
