面向雙碳目標(biāo)的移動(dòng)基站基礎(chǔ)設(shè)施規(guī)劃方法研究

摘要: 現(xiàn)階段,通信基站基礎(chǔ)設(shè)施缺乏主動(dòng)規(guī)劃,存在多套設(shè)施疊加建設(shè);電源、備電、空間不匹配,運(yùn)營(yíng)缺乏精細(xì)化管理,無(wú)效能耗高,系統(tǒng)運(yùn)行效率低;運(yùn)維尚未實(shí)現(xiàn)智能運(yùn)維,效率低下且成本高,缺乏對(duì)設(shè)備的全生命周期管理和評(píng)價(jià)。面向碳達(dá)峰、碳中和愿景目標(biāo),研究基于三大能效指標(biāo),采用面向“低碳”目標(biāo)網(wǎng)整體規(guī)劃的全場(chǎng)景、全生命周期邏輯集成式規(guī)劃方法,圍繞基站和機(jī)房構(gòu)筑全場(chǎng)景全生命周期低碳,向綠色低碳基礎(chǔ)設(shè)施目標(biāo)持續(xù)演進(jìn)的規(guī)劃方法,從而為實(shí)現(xiàn)綜合能耗持續(xù)降低,促進(jìn)經(jīng)濟(jì)社會(huì)的全面綠色低碳轉(zhuǎn)型發(fā)展提供有力支撐。 關(guān)鍵詞:碳中和;碳達(dá)峰;基站;規(guī)劃

Abstract: At this stage, there is a lack of active planning of communication base station infrastructure, and there are multiple sets of superimposed facilities. The power supply, backup power and space are not matched, the operation lacks refined management, the ineffective energy consumption is high, and the system operation efficiency is low.O&M has not yet achieved intelligent O&M, which is inefficient and costly, and lacks the management and evaluation of the whole life cycle of equipment. Facing the vision and goal of carbon peak and carbon neutrality, this paper studies the whole scenario and life cycle logical integrated planning method for the overall planning of the "low-carbon" target network, and builds a low-carbon planning method for the whole scenario and life cycle around the base station and computer room, and continuously evolves to the goal of green and low-carbon infrastructure, so as to provide strong support for the continuous reduction of comprehensive energy consumption and the comprehensive green and low-carbon transformation and development of the economy and society.

0 引言

氣候變化是人類(lèi)面臨的全球性問(wèn)題,碳達(dá)峰、碳中和是構(gòu)建人類(lèi)命運(yùn)共同體的大國(guó)擔(dān)當(dāng)。

國(guó)家層面,碳中和已成為國(guó)家重點(diǎn)任務(wù),中國(guó)二氧化碳排放力爭(zhēng)于2030年前達(dá)到峰值,努力爭(zhēng)取2060年前實(shí)現(xiàn)碳中和[1-2]。

運(yùn)營(yíng)商層面,中國(guó)電信啟動(dòng)“1236”行動(dòng)計(jì)劃,中國(guó)聯(lián)通啟動(dòng)“3+5+1+1”行動(dòng)計(jì)劃,中國(guó)移動(dòng)面對(duì)新形勢(shì)新要求,已將“綠色行動(dòng)計(jì)劃”升級(jí)為“C2三能計(jì)劃”,創(chuàng)新構(gòu)建“三能六綠”發(fā)展模式。

化石能源現(xiàn)階段依然是我國(guó)能源的支柱,同時(shí)我國(guó)的能源效率低于世界平均水平。資料顯示,我國(guó)單位 GDP消耗的能源仍是世界平均水平的1.3倍。信息通信行業(yè)的能耗主要集中在信息基礎(chǔ)設(shè)施和終端設(shè)備,研究表明信息基礎(chǔ)設(shè)施是信息通信行業(yè)能耗的最主要來(lái)源,占行業(yè)總能耗將近70%,信息基礎(chǔ)設(shè)施的綠色低碳化是通信行業(yè)落實(shí)“雙碳”目標(biāo)的關(guān)鍵,研究基礎(chǔ)設(shè)施低碳規(guī)劃標(biāo)準(zhǔn)、節(jié)能技術(shù)部署方案,打造極致綠色的移動(dòng)通信網(wǎng)絡(luò),是整個(gè)產(chǎn)業(yè)鏈的共同訴求[3]。
