Abstract: With the continuous development of the new generation of information technology, the government′s information disclosure approval and processing activities are constantly facing a new background of automation, transparency and integration. In order to improve the efficiency of administrative approval, the government needs to collect the data of personal information and make more accurate judgments on the necessity of the information disclosure application of administrative counterparts. Due to the inherent high risk of technology, the new environment enabled by technology has also brought new problems such as cross-border infringement, algorithm discrimination and data barriers. Based on this, the country urgently needs to timely conduct manual labeling on the downstream end of the automated model on the basis of clarifying the boundary of data collection and establish a vertical administrative control model to fully protect citizens′ right to know.
